Responsibility: Denver Water states that it repairs leaks on its mains and meters. Property owners are responsible for the service line running from the main into the building.
Meter evidence: Meter behavior and shutoff testing can help distinguish an interior problem from a leak on the underground service line.
Possible bill adjustment: After a qualifying leak is repaired, Denver Water customers may be eligible for an adjustment. Current rules require proof of repair and an application within 12 months; eligibility remains Denver Water’s decision.
